Court orders and rules can change. Last checked against official sources on 08-10-2026. The Supreme Court next hears the stray dog case on 17 November 2026, and we’ll update this page after that.
Since the Supreme Court’s August 2025 order, feeding street dogs is meant to happen at designated feeding points, not on the street. But in many areas, nobody has told feeders where those points are. This guide explains how to ask for one, what to write, and what to do if your request is ignored. For more on caring for dogs, visit our dog hub.
Why feeding points matter now
- The Supreme Court’s 22 August 2025 order directs dedicated feeding spaces in each municipal ward and says: “Under no condition shall the feeding of stray dogs on the streets be permitted.” [S1]
- The Animal Welfare Board of India (AWBI) says citizens should be made aware that feeding “must only take place at the designated feedings spots”. [S2]
- In housing societies, the Animal Birth Control (ABC) Rules, 2023 make the RWA or AOA responsible for arranging feeding of community animals, at a spot agreed with the feeder. [S3]
A designated point protects you: if you feed there, you’re following the order rather than arguing about it.
Two routes: municipality or society
Public areas (streets, parks, markets): ask your municipal ward office, since the 22 August 2025 order puts feeding spaces at ward level. [S1]
Inside a housing society: ask the RWA or AOA managing committee. The spot should take account of the number of dogs and their territories, be away from children’s play areas, and be used at times when children and senior citizens are least likely to be around. [S3]
Step by step
- Do your homework. Count the dogs you feed, note where they usually stay, and check which ones are sterilised (a V-shaped notch on the right ear). [S4]
- Pick a sensible spot to propose: away from play areas, gates and busy footpaths, somewhere easy to keep clean. [S3]
- Write a short request (sample below). Keep a copy, and get it acknowledged with a date stamp or an email reply.
- Offer your side of the deal: a fixed quiet time, cleaning up after every feed, and getting unsterilised dogs into the ABC programme. The ABC Rules make the designated feeder responsible for no littering. [S3]
- Follow up in writing after two to three weeks if there’s no reply.
Sample request letter
To,
[The Ward Officer, (ward name/number), (municipal corporation)] or [The Secretary, (society name) RWA/AOA]
Subject: Request to designate a feeding spot for community dogs
I feed [number] community dogs near [location]. As per the Supreme Court’s order dated 22 August 2025 in Suo Moto Writ Petition (Civil) No. 5 of 2025, feeding is to take place at designated feeding spaces. [For societies: Under Rule 20 of the Animal Birth Control Rules, 2023, the RWA/AOA is responsible for arranging feeding of community animals.]
I request that a feeding spot be designated at [proposed location], which is away from children’s play areas. I propose feeding at [time], and I will clean the area after every feed. [Number] of the dogs are already sterilised; I will help get the rest sterilised and vaccinated through the ABC programme.
Kindly confirm the designated spot in writing.

If your request is ignored or refused
- In a society: the ABC Rules provide for an Animal Welfare Committee to settle feeding disputes. It includes the Chief Veterinary Officer and a police representative, and appeals go to the State Animal Welfare Board. [S3]
- With the municipality: escalate to the next officer up, in writing, quoting your first letter and its date. You can also file an application under the Right to Information Act, 2005 with your municipal corporation’s Public Information Officer, asking whether feeding spaces have been designated in your ward and where. [S5]
- Higher monitoring: every High Court now runs a case monitoring compliance with the Supreme Court’s directions in its state. [S6]
Keep everything in writing and stay polite. A calm paper trail works far better than confrontation.
The Pawsitive Hoomans Take
The order puts the duty on municipalities and societies, but in practice feeders who propose a sensible spot get one much faster than those who wait to be told. Do the groundwork, put a reasonable proposal on paper, and keep your side of the deal.
🐾 A record of sterilised, vaccinated dogs strengthens your request. Keep each dog’s dates in a free Pet Passport.
