Government rules can change. Last checked against official sources on 03-10-2026. Please confirm with the department before acting.

Rajasthan has its own Gopalan (cow welfare) Department that registers gaushalas and pays them grants. Whether you want to donate to a gaushala in Jaipur, visit one, or start one, this guide explains how the state system works. For more on cattle care, visit our cow hub.

How gaushalas are registered in Rajasthan

Gaushalas are registered under the Rajasthan Gaushala Act, 1960. [S1] The steps are: [S1]

  1. Register a society under the Rajasthan Cooperative Societies Act, 1958.
  2. Build the gaushala with a boundary wall or fencing, a name board, a fodder store and a water tank, with upkeep of 50 cattle.
  3. Apply online at gopalanapp.rajasthan.gov.in using an SSO ID.
  4. The application goes through the Block Officer and the Joint Director to the Registrar Gaushala, who issues a digitally signed certificate.

Documents include the society’s registration certificate, constitution and bye-laws, executive committee list, land records in the gaushala’s name (or a registered gift deed or lease), a blueprint, a gram panchayat NOC, bank details, a CA-audited income report and a cattle register by tag number signed by a vet. [S1]

State grants for gaushalas

Registered gaushalas can apply for aid online at gopalanapp.rajasthan.gov.in, and the district Joint Director approves, reverts or rejects the application. [S2]

According to the department’s press release of 26 February 2026, the grant is Rs 50 per day for large cattle and Rs 25 per day for small cattle. [S3] Gaushalas receive aid for 9 months a year and nandishalas (shelters for bulls) for 12 months; disabled and blind cattle are covered for 12 months. [S3]

What to check before you donate to a gaushala in Jaipur

  • Ask whether it is registered with the Gopalan Department, and ask to see the certificate.
  • Look at the basics the registration rules require: fencing, a fodder store and water.
  • Check that animals look fed, have shade and clean water, and that sick animals are separated and seen by a vet.
  • Ask what they need most (fodder, medicines, or volunteers) rather than assuming.

We don’t list or endorse individual gaushalas, because we haven’t visited them.

The Pawsitive Hoomans Take

Because registered gaushalas get state aid per animal, registration is a useful first check of accountability. A good gaushala will be happy to show you around and tell you how donations are used.
