Need to report a street dog problem in Mumbai, or ask for dogs in your area to be sterilised? The Brihanmumbai Municipal Corporation (BMC) handles this through its Veterinary Health Department, which runs dog control offices for different parts of the city. This guide lists them and explains how to complain. For more on caring for dogs, visit our dog hub.

Complain online: MyBMC and the Veterinary Health Department portal

  • BMC’s Veterinary Health Department takes complaints and requests through the MyBMC mobile app and its online grievance page. Each complaint gets a unique number for tracking. [S3]
  • You can raise complaints about dog bites, stray dog or cat nuisance, and requests for vaccination or sterilisation; complaints are forwarded to the department or the organisation handling your area. [S4]

What to say when you complain

  • The exact location: building or street, nearest landmark, ward if you know it, and pin code.
  • How many dogs, and whether any have a notched or clipped ear, which usually means they’re already sterilised.
  • The problem: dogs not sterilised, a sick or injured dog, a dog that has bitten someone, or puppies needing vaccination.
  • Photos or a short video, and your phone number.

Stray cattle

For stray cattle anywhere in Mumbai, BMC lists its Cattle Pound Office in Malad West: 022-28820296. [S1]

What the Supreme Court has ordered

  • In its 22 August 2025 order, the Supreme Court said sterilised and immunised dogs must be released back in the same area, except rabid or aggressive dogs, and asked all states and union territories to report on how they implement the Animal Birth Control Rules. [S5]
  • On 7 November 2025, it directed that stray dogs be removed from schools, hospitals, bus depots, railway stations and similar campuses, sterilised and vaccinated, and moved to shelters rather than released back there. [S6]

The case is still being heard, so check for later orders.

If a street dog bites someone

  1. Wash the wound immediately with soap and water for at least 15 minutes. [S7]
  2. Go to a hospital the same day for rabies post-exposure treatment: a course of rabies vaccine, and immunoglobulin for severe bites. [S7]
  3. Then report the dog to BMC through MyBMC or your area’s dog control office [S1] [S3], with the exact location.

The Pawsitive Hoomans Take

Call within the 10:30 am to 5:30 pm complaint window, and log the same complaint on MyBMC so you have a tracking number. One clear complaint from a group of residents, with photos and a dog count, gets further than many vague ones.
