If you live in an MCD area
- Call 155305, MCD’s helpline, or file the complaint on the MCD311 app. [S1] The app lets you add photos and the location, and track your complaint’s status. [S2]
- For sterilisation or vaccination, contact MCD’s Deputy Director (Veterinary Services), Rabies Control Programme: 011-23226724, 9717787377 or ddvsrcpmcd@gmail.com. [S3] These details are from a February 2024 MCD notice, so they may have changed.
- Keep your complaint number and follow up if nothing happens.
MCD runs street dog sterilisation through NGOs it appoints, ward by ward. [S3] For how that works, see our guide to street dog sterilisation in Delhi.
If you live in an NDMC area
NDMC lists a stray dogs contact under its public health services: 8750034187, or 011-23348300 and 23348301. NDMC says complaints will be attended within 24 hours of receipt. [S4]
What to say when you complain
- The exact location: street, block, nearest landmark and pin code.
- How many dogs, and whether any have a notched or clipped ear, which usually means they’ve already been sterilised.
- The problem: dogs not sterilised, an injured or sick dog, a dog that has bitten someone, or puppies needing vaccination.
- Photos or a short video, and your phone number.
What the Supreme Court has ordered
- 22 August 2025: the Supreme Court modified its earlier order for Delhi-NCR. Dogs that are picked up must be sterilised, immunised and released back in the same area, except dogs that are rabid, suspected to be rabid, or aggressive. [S5] [S6]
- The same order asked for dedicated feeding spots in each municipal ward, with feeding restricted elsewhere, and for helplines to report violations. [S5] [S6]
- 7 November 2025: the Court directed that stray dogs be removed from schools, colleges, hospitals, sports complexes, bus depots and railway stations, sterilised and vaccinated, and moved to shelters rather than released back there; these campuses are to be fenced. [S7]
The case is still being heard, so check for later orders before relying on these.
If a street dog bites someone
- Wash the wound immediately with soap and water for at least 15 minutes. [S8]
- Go to a hospital the same day for rabies post-exposure treatment: a course of rabies vaccine, and immunoglobulin for severe bites. [S8]
- Then report the dog to MCD on 155305 or the MCD311 app [S1], with the exact location.
The Pawsitive Hoomans Take
A complaint with a precise location, photos and a count of dogs gets acted on faster than a phone call saying “there are dogs on my street”. Use the MCD311 app so there’s a record, and if a group of neighbours raises the same issue, send one joint complaint.
