Pet Dog Licence in Surat: SMC Form, Documents and the One-Dog Rule (2026)

Rules and fees can change. Last checked against official sources on 10-10-2026. Please confirm with your SMC zone office before applying.

In Surat, keeping a pet dog needs permission from the Surat Municipal Corporation (SMC). The application is a paper form from SMC’s Health Department, listed on its website as “Related to Pet Dogs”. [S1] [S2] The form is in Gujarati, so this guide explains what it asks for in English. For everything else about dogs, visit our dog hub.

The legal basis

The form says the rules for keeping dogs in Surat come from the Bombay Provincial Municipal Corporations Act, 1949, rules approved by the Gujarat government in 1967, and an SMC General Board resolution of 29 August 2008. [S2] It treats keeping a dog as something you need a permit for and pay a fee (described as a tax) on.

Documents to attach

The form lists these: [S2]

  1. a copy of the dog’s vaccination certificate
  2. a photo of the dog
  3. a copy of the owner’s Aadhaar card
  4. a copy of your latest property tax bill, or your rent agreement
  5. a no-objection letter: on your society or apartment’s letterhead, signed and stamped by the chairman or president. If you live on a street or in a mohalla instead, a “no objection” letter from 10 neighbouring residents
  6. an undertaking on stamp paper that your dog won’t defecate on public roads, won’t create a nuisance, and won’t trouble neighbours or passers-by

Only one dog per home

The form says a permit will be given for only one dog per house or residence. [S2] If you have more than one dog, speak to your zone’s Health Department before applying.

How the application is processed

  1. Fill in the form with your ward, address and the dog’s details: number of dogs, breed and description, age, the date you got it, and where it’s kept. [S2]
  2. Submit it to SMC’s Health Department at your zone. [S2]
  3. The Health Inspector and Chief Health Inspector check it, and the Market Department decides whether to approve the licence. [S2]
  4. If approved, the ward collects the licence fee and permit fee for the year, and gives you a receipt. [S2] The form also asks for a numbered badge for the dog. [S2]

What the form doesn’t say

  • The fee: the form leaves the amount blank. It’s fixed by SMC and collected by the ward, so ask at your zone office.
  • Online application: SMC’s online services list doesn’t include a pet dog service, so as far as we could find, this is an offline process. [S1]
  • Cats: the form covers dogs only.

The form we read is dated December 2021 (from the PDF’s details). It’s still the version on SMC’s website.

The Pawsitive Hoomans Take

Surat’s process is more paperwork than most cities, and the society NOC and the one-dog limit are the parts that trip people up. Get the NOC sorted first. Keep the dog’s vaccination certificate current, since it’s the first document on the list.

🐾 You’ll need your dog’s vaccination certificate. Our free Vaccination Tracker keeps the dates on track, and a Pet Passport keeps the certificate and your licence together.
